“Does anyone have a complete, all-pages PDF of ‘Sadda Punjab’ on Google Drive? Looking for a clear, better-quality scan. Thanks.”

The Government of Punjab has a Punjab Digital Library project. They are digitizing rare Punjabi books. While not all editions are publicly downloadable, you can request access or read online page by page—guaranteeing "all pages better."

The Internet Archive (archive.org) is a digital library that sometimes hosts out-of-copyright versions of regional textbooks. While a recent Sadda Punjab won’t be there, older editions (pre-2000) for research might be. Search for:

Here, you can borrow or download scans that are complete and virus-scanned. This is a public, legal alternative to a private Google Drive.
