OpenEmu does not emulate hardware directly; it uses "cores." To run Metal Slug, you cannot use the standard Arcade (MAME) core alone for the later titles. The best practice is to use the Neo Geo (MAME) core or the FinalBurn Neo core.

This is a gray area. OpenEmu itself is perfectly legal—it is open-source software. However, downloading ROMs of Metal Slug or the Neo Geo BIOS is technically copyright infringement, as SNK Playmore (now owned by Saudi-based developer and publisher MiSK Foundation) still owns the IP.

The "Moral" Workaround: SNK has released Metal Slug on numerous modern platforms (Steam, Switch eShop, PS4). If you love the game, buy the Metal Slug Anthology or the ACA Neo Geo releases. You are legally allowed to dump your own cartridges and BIOS from hardware you own to use with OpenEmu (though the process requires specialized tools like a Retrode or a Data East slot reader).
