We polled 500 players on the Discord. Here is the feedback:
"The cooldown on tags is annoying at first, but it stops people from running away the whole match. You actually have to learn neutral." – @FightcadeRandy

Based on 50+ community matches played on the patch’s first weekend, here is an early tier list snapshot:
| Tier | Characters | | :--- | :--- | | S+ (God) | Super Shaggy (Ultra Instinct), Alien Homelander, Anchor Dan (yes, really) | | S (Top) | Omni-Man, Goku Black (Rose), Sephiroth | | A (Strong) | Ryu (Evil), Iori Yagami, Darth Vader | | B (Balanced) | Most of the cast | | C (Weak) | Classic Megaman, Phoenix Wright (still struggling) | We polled 500 players on the Discord

Biggest Loser: Any character with a single infinite combo (e.g., Roll Cancel BB Hood). The 60% damage cap has made them irrelevant.
Biggest Winner: Grapplers (Zangief, Potemkin). Their command grabs ignore scaling and now deal near-true damage. "The cooldown on tags is annoying at first,
