“JVP Cambodia II is not a fund,” insists Serey M., a Phnom Penh-based strategist who advises one of the silent backers. “It’s a thesis. The thesis is that Cambodia’s next decade won’t be built by megaprojects. It’ll be built by 200 small, interoperable systems.” jvp cambodia ii
That thesis is already taking shape across three verticals:
1. Distributed Energy – JVP II has quietly acquired options on five plots of land along National Road 4, the artery to Sihanoukville. None is larger than two hectares. The plan is not a solar farm but a network of containerized battery storage and mini-grids, leased to industrial parks and borehole pump operators. The math: cheaper than diesel gensets, faster than waiting for the national grid to stabilize.
2. Agro-Processing Nodes – Cambodia exports millions of tons of raw cashews but processes less than 10% locally. JVP II aims to change that with three small-scale, semi-automated processing units in Kampong Thom and Battambang. No massive factories. Instead, each node is designed to be replicated, franchised, or sold to local cooperatives after five years.
3. Digital Land Records – This is the riskiest bet. Using open-source mapping tools and a team of 12 local surveyors, JVP II is creating parcel-level digital land records for two rural districts. The goal isn’t titles — that’s government terrain — but verifiable occupancy histories that smallholder farmers can use to access microloans. If it works, it could unlock millions in uncollateralized credit.

The first phase taught us so much, but the work is far from over. In Phase II, we’re diving deeper into the heart of rural Cambodia to tackle some of the most pressing daily challenges: food security and clean water. Phase 1 — Prototype & Pilots (2–3 months)
Instead of just building infrastructure, we are in the fields and villages, training local farmers in sustainable agriculture that can withstand changing weather patterns. We are working alongside local engineers and families to ensure clean water flows reliably.
