Limitation: Any new challenges you complete while offline will not count toward further unlocks. This method only preserves what you already earned.

Does it work?
The vanilla game performs an integrity check on the save file. If the hash doesn’t match what IOI’s server expects, the game either deletes the save or forces a reset. Most “100% save files” online are outdated or will result in a “Save Corrupted” error.
You can unlock all weapons for offline use, but only through legitimate grinding—and the offline mode still has limitations. Step 1: Go Online Once
Step-by-step method:
The result: You will have access to all weapons you unlocked during your last successful online session. The server is not required to use them. However, you still cannot earn new unlocks offline, and your progress will not save when you return online.
