Issue: After upgrade, clients hang on "Validating License".
Solution: Clear the local cached license folder: C:\ProgramData\Rockwell\FactoryTalk\Activation\Cache and rehost the license.

Issue: Alarm server shows "Database connection failed" even though SQL is running.
Solution: Version 13 enforces SQL Server Authentication (mixed mode). You must explicitly create a SQL login for FTAlarmUser and grant db_owner on the alarm database.
