Marvel’s pre-1964 works are not in the public domain due to copyright extensions. Only comics published in the U.S. before 1929 are public domain—Marvel didn’t exist in its current form until 1939 (Timely Comics), and none of its famous characters (Spider-Man, X-Men, Avengers) appeared before 1962. So almost no Marvel comics are legally free as PDFs.

Amazon owns ComiXology. While they have transitioned to the Kindle app, you can still buy Marvel comics. The "Guided View" technology is superior to scrolling through a static PDF.

Note on PDFs: Amazon does not allow you to export Marvel comics as PDFs, but you can read them on any device with the Kindle app, including PCs and Macs.

Marvel Entertainment (owned by Disney) has a massive legal team. While they rarely sue individual downloaders (they target uploaders and hosting sites), your ISP (Internet Service Provider) can see what you are doing. You may receive Digital Millennium Copyright Act (DMCA) warnings, throttled internet speeds, or, in extreme cases, account termination.
