Unlike Diablo II or Diablo III on consoles (which eventually got an offline mode), Diablo IV was built from the ground up as a shared-world experience.
When you launch the game, even if you just want to solo a dungeon, your PC or console is constantly talking to Blizzard’s servers. This prevents "offline mode installs" in the traditional sense.

Blizzard has not announced any plan to introduce an offline mode. Given the game’s MMO-lite design, a full offline mode is unlikely unless a major rework happens (similar to Diablo III on consoles, which later got offline mode — but D4 has a different architecture).
Diablo IV requires an online connection to play. Blizzard Entertainment’s official stance is that Diablo IV is an always-online game: even single-player activities and campaign progress are hosted on Blizzard’s servers, so the game cannot be launched or played in a true offline mode.
