If you’re troubleshooting, start with a minimalist keys.txt. Open Notepad, paste this:

Then add only the key for the one game you want to test. For instance, if you own New Super Mario Bros. U (USA title ID 0005000010145F00), you would enter:
0005000010145F00 ABC123DEF4567890ABC123DEF4567890
(Replace the key with your actual, legally obtained key.) Cemu Keys.txt
Save it as keys.txt in your Cemu root. That’s it. No fancy formatting needed.
Once you have legally obtained your keys.txt file, you need to place it in the correct directory for Cemu to recognize it. If you’re troubleshooting, start with a minimalist keys
keys.txt file into this folder.If the file is formatted correctly, Cemu will automatically load the keys upon startup. You should now be able to load your encrypted game files (WUD, WUX, or RPX formats) without errors.
Let’s be clear: The file Cemu keys.txt is perfectly legal to own if it contains only keys for games you have purchased and dumped yourself. Then add only the key for the one game you want to test
However, the emulation community has a dark underbelly. Massive "all keys" files circulating on Discord, Telegram, and piracy forums contain Title Keys for every single Wii U game ever released.
Why this matters:
The Golden Rule: If you wouldn't download the game ROM itself, you shouldn't download its key. The key is the lock; the ROM is the box. Both are protected intellectual property.
Some users download the file only to realize it is named something like keys.txt.txt.
