Not all modded saves are created equal. A "good" modded save for PS4 should be re-signed ready (or provided as a raw profile.dat and save0001.sav).
Here is the difference between a trash mod and a god-tier mod:

The Golden Rule: Search for saves that are "Vanilla+" – meaning max level, all raid bosses unlocked, but no infinite health shields. Invincibility kills the fun of TPS’s low-gravity combat.

The "Old Gen" Problem: In the past, the most common method was "Cross-Save." Players would mod a save on PS3, upload it to the cloud, and download it on PS4. This is no longer possible. The cloud servers for the PS3 version of Borderlands: The Pre-Sequel have been shut down by 2K/Gearbox. Therefore, you cannot transfer a PS3 modded save to a PS4 natively anymore.
